LOCAL RULES AND OF COMPETITION HARD CARD

1. OUT OF BOUNDS (Rule 18.2)

(a) Out of bounds is beyond any wall, fence or white stakes defining the boundary of the course.

(b) Where any continuing or adjoining white line is in existence, it defines the boundary. A ball is out of bounds when all of it lies on or over such line.

(c) A ball that is played from one side of a road which is defined as out of bounds and comes to rest on the other side of that road is out of bounds. This is true even if the ball comes to rest on another part of the course that is in bounds for other holes.

2. PENALTY AREAS (Rule 17)

(a) Opposite Side Same Distance Relief for Red Penalty Areas.

The weekly local rules sheet will specify which (if any) red penalty areas have a same distance option on the opposite side. Model local rule B-2.1 will apply only to the penalty areas that are listed.

(b) Opposite Side Relief Where Ball last Crossed Edge of Penalty Area Where the edge and the Boundary of the Course coincide.

When a player’s ball last crosses the edge of a penalty area where the edge of the penalty area and a boundary of the course coincide, that edge is deemed red and opposite side relief is available under model local rule B-2.1.

(c) Dropping Zones for Penalty Areas.

Where a dropping zone is marked for a penalty area, it is an additional option under penalty of one stroke. The dropping zone is a relief area under rule 14.3 meaning a ball must be dropped in and come to rest in the relief area.

3. NO PLAY ZONES

Areas within penalty areas defined by red or yellow stakes with green tops are no play zones. When a ball is in a no play zone within the penalty area, the ball must not be played as it lies and relief must be taken from interference by the no play zone under Rule 17.1e. If a ball lies in the General Area but the no play zone interferes with the stance or swing of a player, the player must take free relief within one club length of the nearest point of full relief from the no play zone.

4. ABNORMAL COURSE CONDITIONS (Rule 16.1)

A.) Ground Under Repair is defined by any area encircled by a white or blue line and/or blue stakes

(1) Seams of Cut Turf: Model Local Rule F-7 is in effect.

(2) French drains (stone-filled drainage ditches).

Rule 16.1 is modified in this way:

Interference does not exist if animal holes only interfere with the player’s stance.

B.)Immovable Obstructions

(1) White lined areas and the immovable obstruction they tie into are treated as a single abnormal course condition.

(2) Landscaped garden areas (and everything growing in them) that are completely surrounded by an immovable obstruction are treated as a single abnormal course condition.

(3) Roads or paths surfaced with woodchip or mulch. Individual pieces of woodchip are loose impediments.

5. TEMPORARY IMMOVABLE OBSTRUCTIONS

Local Rule as prescribed in Section 8 of the Committee Procedures is in effect.
Model Local Rule F-23.
The advertisement boards on tees 1 and 10 are temporary immovable obstructions.

6. IMMOVABLE OBSTRUCTIONS CLOSE TO PUTTING GREENS

Model Local Rule F-5.1: Relief from interference by an immovable obstruction may be taken under Rule 16.1. The player has an extra option to take relief when such immovable obstructions are on or close to the putting green and on the line of play:
Ball in General Area: The player may take relief under Rule 16.1b if an immovable obstruction is:

On the line of play, and is:

• On or within two club-lengths of the putting green, and
• Within two club-lengths of the ball.

But complete relief must be taken, which includes both physical and line of play interference. Exception – No relief if line of play clearly unreasonable. There is no relief under this Local Rule if the player chooses a line of play that is clearly unreasonable.

Penalty for playing ball from a wrong place in breach of Local Rule: General Penalty under Rule 14.7a.

Model Local Rule F-5.2
This Local Rule only applies when both the ball and the obstruction are in part of the general area cut to fairway height or less.

7. PERMANENT OVERHEAD POWER LINE

Model Local Rule E-11 is in effect but only for a ball which strikes a power line located in bounds and not the supporting pole. (Stroke is cancelled and must be replayed).

8. PACE OF PLAY (Rule 5.6)

Each hole has been given a maximum completion time based on the length and difficulty of the hole. The maximum time allotted for the completion of 18 holes will be available prior to play from the Tournament Office and may also be printed on the score cards. Please ensure you obtain a copy of the Pace of Play Policy and read it carefully before playing. The Pace of Play Policy is subject to strict enforcement.

Penalty for breach of Policy

1 Bad Time Verbal warning from referee and told if he/she has a further bad time he/she will be penalized

2 Bad Times One stroke Penalty

3 Bad Times Additional two Penalty Strokes

4 Bad Times Disqualification

9. PLAY SUSPENSIONS (Rule 5.7)

The following signals will be used to suspend and resume play:

Immediate Stop/dangerous situation – one prolonged note of the siren.

Normal non-dangerous stop – three consecutive short notes of the siren.

Resume play – two consecutive short notes of the siren.

When play is stopped in a dangerous situation, all practice areas are immediately closed.

10. PRACTICE (Rule 5)

(a) Practice before or between rounds in Stroke Play (Rule 5.2b)
Rule 5.2b is modified in this way:

A player must not practice on the competition course before or between rounds.

Penalty for breach of Rule 5.2: See penalty statement in Rule 5.2.

(b) Practice on our Near Previous Putting Green Prohibited (Rule 5.5b)

For stroke play events only, Rule 5.5b is modified in this way:

Between the play of two holes, a player must not:

• – make any practice stroke on or near the putting green of the hole just completed or
• – test the surface of that putting green by rubbing the putting green or rolling a ball.

11. TRANSPORTATION POLICY

Model local rule G-6 is in effect and modifies Rule 4.3a(1) in this way:

During a round a player or caddie must not ride on any form of motorised transportation except as authorised or later approved by the Committee. (A player taking a stroke and distance penalty is always authorised). Penalty for breach of this local rule: General Penalty for each hole during which there is a breach. A breach between holes applies to the next hole.

12. USE OF AUDIO AND VIDEO DEVICES

Rule 4.3a(4) is modified this way:

– During a round, a player must not listen to or watch content of any nature on a personal audio or video device. (Model Local Rule G-8)

13. CODE OF CONDUCT

Player’s attention is drawn to each event of Global Junior Golf Code of Conduct, which is in effect throughout the tournament and will be displayed on the Tournament Notice Board. By registering for the tournament, it is accepted that players have read the Code of Conduct and agree to abide by the content.

Players are to be neat in their personal appearance and clothing during all practice and tournament rounds. The wearing of collarless shirts (excluding recognized brand golf shirts) and jeans (of any color) is not permitted. Wearing of golf shoes is limited to soft spikes only. Rude and unsportsmanlike conduct or behavior unacceptable by normal social standards will not be tolerated. Smoking, vaporizing and the use of alcohol is not permitted during the stipulated round (incl. official practice round). Any breach of these conditions could jeopardize further participation in the tournament.

All players should conduct according to the Spirit of the Game and the expected norm of Golf.

The Committee and/or single members of the Committee may impose Golf penalties upon becoming aware of a misconduct by a player. The following are – by no means exhaustive – examples of misconduct during the tournament:

• Slamming a club to the ground, damaging the club and causing minor damage to the turf.
• Throwing a club towards a golf bag that unintentionally hits another person.
• Carelessly distracting another player making a stroke.
• Not replacing divots
• Not repairing pitch marks
• Not raking bunkers
• Pulling a trolley over the fringe or in between the green and adjacent bunkers
• Audible emission or unauthorized use of electronic devices such as mobile phones on the golf course or during play

In case of a serious misconduct the penalty of Disqualification might be imposed by the Committee. Examples of serious misconducts are:

• Dishonesty
• Deliberately interfering with another player’s rights
• Endangering the safety of others
• Deliberately causing serious damage to a putting green.
• Disagreeing with the course setup and taking it on himself or herself to move tee-markers or boundary stakes.
• Throwing a club towards another player or spectator.
• Deliberately distracting other players while they are making strokes.
• Removing loose impediments or movable obstructions to disadvantage another player after that other player has asked him or her to leave them in place.
• Repeatedly refusing to lift a ball at rest when it interferes with another player in stroke play.
• Deliberately not playing in accordance with the Rules and potentially gaining a significant advantage by doing so, despite incurring a penalty for a breach of the relevant Rule.
• Repeatedly using vulgar or offensive language.
• Using a handicap that has been established for the purpose of providing an unfair advantage or using the round being played to establish such a handicap.

Penalties for breach of Code of Conduct

• First breach of the Code of Conduct – warning or Committee sanction
• Second breach – one-stroke penalty
• Third breach – general penalty
• Fourth breach or any serious misconduct – disqualification.
